Why isn't it cool you may ask.

So why would I need to have brake bosses for both rim and disk brakes when I only plan to run disk brakes? Why would I want a steep head tube angle instead of a more relaxed one? Why can't I have all these things in one frame.

With custom you can have anything that you want. Stock frames limit the number of choices that you have. There are a lot of them, but they all involve compromises. Custom is just that.
